Warmer Homes programme

What is the Warmer Homes Programme?

Portsmouth City Council, in partnership with 20 other local authority partners, has secured funding through the Sustainable Warmth funding competition, administered by the Government’s Department for Business, Energy & Industrial Strategy (BEIS), to offer funding to improve the energy efficiency of qualifying homes.

How the Warmer Homes Programme works

The programme is open to owner occupiers and private rental tenants only. Funding is not available to local authority or housing association tenants. If you are in a private rental property, then a financial contribution from the landlord will be required and the landlord will be contacted about this following the application.

The programme is operating on a first-come, first serve basis and funding is only available until March 2023, so be sure to get your application in now to ensure you don’t miss out.

Are you eligible?

If you meet the following eligibility criteria, then please apply now. 


You may qualify for the funding if the following statements apply:

  • Your home has an EPC rating of E, F or G (limited funding is available for EPC D rated properties).


And either:

  • You have a total household annual income of £30,000 or less (before housing costs/bills)


  • You receive a means-tested benefit or you meet the eligibility criteria specified in your local authority’s ECO flexible eligibility ‘statement of intent’.

What energy efficiency measures are available?

The Warmer Homes programme offers a variety of funded energy efficiency measures within the home.  There is currently funding available under the programme for the following measures:

  • Solid Wall Insulation (external)

  • Solid Wall Insulation (internal)

  • Room-In-Roof Insulation

  • Cavity Wall Insulation

  • Underfloor insulation

  • Loft Insulation

  • Park external Wall insulation (off-gas homes only)

  • High Heat Retention Storage Heaters (off-gas homes only)

  • Air Source Heat Pumps

  • Solar PV panels

  • Heating Controls

Please note that all measures are subject to the property receiving a satisfactory survey from a qualified installer and being technically and financially feasible under the funding available within the programme.
