Local Authority Delivery (LAD)

Applications are now open for Solar PV panels funding only. The programme is fully subscribed for all other energy efficiency measures previously available under the programme, so please only apply if you are interested in Solar PV panels. Funding is time limited and is available on a first-come, first-served basis.

We are currently working through all existing applications that are currently on the waitlist. If you are on the waitlist you will receive a communication from us in due course.

If you have already applied, please do not fill in the online form again. We cannot accept multiple applications per household and duplicate applications will delay the progress of your original application.

What is the LAD Programme?

Portsmouth City Council, in partnership with the local authorities shown below, has secured funding through the Green Homes Grant Local Authority Delivery Scheme (LAD) to offer funding to improve the energy efficiency of qualifying homes.

The LAD programme offers a variety of funded energy efficiency measures within the home. There is currently funding available under the programme for Solar PV (photovoltaic) panels and insulation (cavity wall or loft) as a secondary measure (where feasible).

How the LAD Programme works

There is funding available through the Green Homes Grant Local Authority Delivery scheme for households to improve the energy efficiency rating of a property. There is currently funding available under the programme for Solar PV (photovoltaic) panels and insulation (cavity wall or loft) as a secondary measure (where feasible).

The scheme is only available to owner occupiers. Funding is not available to social tenants, private rental tenants or landlords. Please do not apply if you have already received Green Homes Grant funding.

This scheme is operating on a first-come, first-served basis and applications need to be received by 15th December 2021, so be sure to get your application in early to ensure you don’t miss out.

You can check to see if you qualify for the Warmer Homes LAD Programme in the following eligibility section.

Are you eligible?

It's easy to find out if you qualify for our LAD programme.

Please note: All solar PV installations will be offered fully funded insulation measures, such as cavity wall or loft insulation (where appropriate) to help you further reduce your household energy bills. Where a property is viable for an insulation measure, but this is refused by the applicant without good reason, Warmer Homes reserves the right to withdraw the application.

This scheme is available to owner occupiers only. Please do not apply if you are a social housing tenant (local authority or housing association) private rental tenant or landlord of the property, as your application will not be accepted.
